Selectmen’s Meeting Minutes
Wednesday – July 29, 2004 – 5:45 pm

Present: Selectmen:  Chairman, William Brooks; Selectman; Conrad Dumas, Selectman; George Rainier
Meeting called to order at 5:45 pm

Appointments:
6:00 – Dario Carerra -  Mr. Carerra wanted to discuss his candidacy for the NH House.  He also wanted discuss any concerns the Board may have and how could he help with them.   Mr. Carerra stated he is introducing himself to the various towns in the district; he would like to help address any issues that the Board would like addressed.
·       School Funding - School funding is a huge concern for everyone, discussion followed regarding school funding and how/what are some possibilities.  Long-term solutions need to be closely considered, the State needs to come up with some sort of a funding solution, removing the primary burden from the taxpayers.
·       Land Conservation Fund – Selectman Dumas stated that a concern of his was that LCHIP was a successful program and now that Governor Benson has not continued to support this program, it is a program that is a great loss to the State of NH.  Without this program to continue to be funded it will be difficult for Greenfield to continue to preserve the town.  Discussion followed.
·       Income Tax - Income Tax was discussed in brief.
6:15 – Sonny Pero – Peter Hopkins asked that Mr. Pero talk with the Board of Selectmen about obtaining a temporary manufactured housing permit.  They are going to work with Habitat for Humanity in hopes of building a home; construction cannot begin until next fall.  Mr. Pero stated that if something happens and the project cannot go forward, he will notify Peter and will put a foundation under the temporary manufactured house, ask for a permit to keep the trailer there.  Deb was instructed to contact Habitat for Humanity and verify that the Pero’s will be in line next year, to further ask for a commitment letter from Habitat for Humanity.  Mr. Pero was given a signed Temporary Manufactured Housing permit; the permit will expire in one year.






On – going matters:
Downtown Project –  
·       Punchlist with Mr. Lou DeGrandpre, VanDyke Construction –  No Update – Complete will be removed from the agenda
Recycling Bay – Recycling Bay update – Sidewalls are up.  Selectmen discussed the new bay and further discussed how the project is coming along.  Selectmen will discuss the layout of the building with Frank at the next meeting.  They would like to have a site visit with Frank.  Selectman Dumas stated he would get in touch with Scott Ellis or his replacement to discuss milk runs etc…
Cemetery Stonewall
·       Mel Hudson - Letter will be mailed to the Trustees, haven’t heard from them yet.  Regarding Mel Hudson, what about having the Police work on this?  We paid $18,000 and had a 10-year guarantee.  Selectmen are working on this.
·       Cemetery Stones – There has been some damage to a marker at the cemetery downtown.  The landscaper did damage.  Bob Plourde had said he would contact TJ and take care of this; to date there has been no response.  
·       Cemetery Trustees – The Board of Selectmen would like to meet with the Trustee’s in the near future.

Other Business:
Minutes - Selectmen accepted the minutes of July 15, 2004 Selectmen’s Meeting, as well as the Public Hearing as written.
Selectmen Approval –
·       P/R & Invoices
·       Letter to Lyndeborough Selectmen & Eugene Hennessey
·       Letter to Greenfield Church
·       Letter to Attorney General Office regarding Polling Place
·       Letter to Sonny & Linda Pero allowing a temporary trailer until next year
·       CU Lien Release – Pratt Family Homes - $13,000.00



Mail –  
·       Misc. Brochures were reviewed
Peddlers License – Mr. Casey Sanders submitted a peddler’s license application, he would like to sell educational books – Selectman Brooks wanted to discuss this further before signing the application.  He wants Mr. Sanders to understand that residents, who have “no solicitor’s” signs posted, will be respected.  After brief discussion Selectmen signed the application.  
Library – PJD Septic Services invoice – Library Trustees do not want to pay this invoice out of Library Budget – Selectmen discussed this invoice, a couple of issues were if the tank even needed to be pumped at this time, as well as the fact that if the Library was hooked into the town septic they would be paying user fees.  The invoice will be charged to the Library building maintenance line item.
Base Map & Overlays – Review base map and overlays, Selectmen did not review the base map and overlays.
Fax Fees – Discussion regarding charging for faxes.  The Office is often asked to fax property cards to various agencies; we are also asked what the fee is. We currently do not charge, do Selectmen want to establish a fax fee?  Deb had researched other towns, prices vary from $1.00 - $2.50, some towns will not fax at all.  Discussion followed, Selectmen concurred that at this time, we do not currently charge for faxes, we do not fax enough to make the cost warrant the fees.  
Planning Board  - Selectman Rainier reported the following on behalf of the Planning Board.
·       Professional Planner – The Planning Board and Board of Selectmen have discussed hiring a professional planner in the future.  Selectman Rainier has spoken with Carol Ogilvie, she has agreed to help the Town of Greenfield, and will give a couple hours a month to the town of Greenfield to review subdivisions and give advice.  He fee is still being negotiated, however a price of $25.00/hour has been discussed.
·       White Pine Builders – White Pine has purchased the entire Mitchell-Mason subdivision.  Mr. Haithcock, owner of White Pine Builders, has been before the Planning Board with what he considers a pre-conceptual plan for the 40-acre back-lot.  At this time, there is nothing approved.
·       Hall Subdivision - A brief discussion followed regarding this subdivision
Boston Post Cane – Next Wed. August 4th.  Jerry, Conrad and Mrs. Davis’ son are scheduled to present the cane to Irene Davis.

With no further business, the meeting adjourned at 7:45 pm.  The next scheduled Selectmen’s Meeting is Thursday, August 5th, at 5:45 pm.
